As is common with recent Brandon quotes, it's so jumbled it's a little hard to guess exactly what he means, but it sounds like a little more than business partnership to me. Also, a century and a half since WW2? A century and a half would line up with an unequal treaty Japan imposed on Korea in 1876.
It's almost like this incredibly rightwing twitter account is spreading disinfo or something 🤔
