I'm about 80% certain that Boris didn't have it and the whole thing was a publicity stunt.

Possibly a naive attempt to make his base take the virus seriously? Possibly to make people feel sorry for him or make him look like a hero?

I dunno, either way I'm pretty sure it was fake.
