Not may pay off, just that statistically there is so much economic opportunity in China and people know and want to take it because they know even if they do fail, there is generally a safety net to fall back into, either some degree of family wealth, or even in desperate situations, state assistance. It's not perfect, there's a lot of problems, especially in the free economic zones, but people see real development, real progress and they like what they see.
