    A Cold War isn't the same thing as a war though?

        The whole reason it's called a Cold War is that there's no war happening. The USSR and the US had no intention of going to war with each other so they skirmished in proxy wars instead as well as spying on each other and taunting each other militarily. That's what the US wants with China now.

            I don't know much about Britain and Bulgaria but are they competing with each other openly and trashing each other and building up militarily and fighting proxy wars
