The boards are either invaded by others (/pol/) and infested with said invaders (/v/ being a notable one with "gamergate" and "DA SJW RUININ MUH HOBBY" bullshit), or get janitors that sympathetic to those views.
In my experience, it's people not actually REPORTING things that causes the board to have those threads (furry porn) stay. If people actually report them as "NSFW on a Worksafe board" the jannies generally WILL delete the thread.
There's also the fact that Jannies can't be there 24/7 (dead hours/gaps) which is something I think they've been trying to solve... but yeah: A lot of the shit threads staying up is simply because nobody actually reports and people want to post in those "/b/ with video games" threads instead of actual video game discussions. /tg/ is going the same way (but thankfully has sort of stamped that out to where it's /vg/ but with board games), in a way.
