Just the reader? Evince, Okular, Sumatra, PDF.js (basically, open PDF on Firefox with the
file://<path>).Or the editor? Eh, don't even try to edit PDF - they weren't meant for that, to begin with. But if you're still persistent, then you can either use Xournal++, or convert PDF to SVG with Inkscape.

PDFs are great for certain legal documents and files that never need to be changed. It's the digital equivalent of laminated or glossy paper.
