AFAIK both Chain of Command and Bolt Action both have rules for the Chinese Civil War.

I think it's a shame that China has strict rules on games depicting the civil war, it would be a really interesting game to play, one where you have to manage your resources and fight both the KMT and Japan, while also winning the support of the people. Could be a truly unique war game that isn't just another RTS or map painter.
