It was very hit-or-miss, but I enjoyed the premise and at least some of the cast.
Honestly, pick a random episode of TNG and stack it up against Voyager. Or TOS for that matter. Voyager suffered because it never had a truly iconic moment after the pilot, while TNG and TOS had a few dozen. But they also had a surplus of Wizard Aliens and Space Ghosts that were schlock tier Sci-Fi. Voyager did the schlock a little bit better on average. And they had a seasonal arc that TNG didn't learn how to do until their third season.

voyager's real problem is that it was running concurrently with Deep Space Nine
how's anything gonna compete with that
