Seems like it might actually be pro-Cuba from the trailers, but since it's hard to imagine a pro-Cuba movie showing up in the West with decent stars and production values, I've been hesitant to give it a shot.

No, but thanks to that page I just learned about the 1997 Cuba hotel bombings.
Pretty sure it is Pro Cuba, haven't watched it yet but before the sub died someone there recommended it.
It felt let like a letdown in comparison to the rest of Olivier Assayas' filmography, but its politics are fairly decent/pro-Cuba
