This is sounding very, very familiar but not the username or the site. Used to be somewhat active on a nation management sim game and there was a user there who fit this perfectly.

Did this guy by any chance have an irrational hatred/fear of dogs and occasionally share pics of anime style art they did?

Either they're the same person or there's more than one person this detached from reality in this very specific way.
