Imagine dropping a box into a US Army vehicle. Their first reaction would be that it is a bomb. You'd probably be shot within seconds, especially if you're a minority.
You wouldnt be allowed to get that close to begin with. The whole area would have been locked down by the police force. Imagine being that paranoid of your own citizens.

You're talking about the PLA soldiers right? Imagine actually having to perform physical labour to help your fellow citizens instead of just getting abused by your CO all day and launching missiles at dudes with Soviet-era equipment

Americans don't trust the government or themselves so much they will start shooting at those trying to help them. Versus insisting that the helpers take more water and snacks.

My country has a tradition of throwing food too. We sometimes throw nutritious eggs to politicians, or even a milkshake. Food is a good way to show how much we appreciate their work.
