Crazy yo. I'm in Changsha at the moment and there are quite a lot of places with Halloween decoration up, including the bar I was in last night called Commune. Commune is a huge nation wide chain, so if they are not afraid of government crackdown I don't know why an individual would have anything to worry about.
In addition to this there are shops selling Halloween things. I'll know for sure on Halloween night, but given how rowdy any night can be in China I doubt the police are going to be arresting people for dressing up whilst doing what they do every night anyway.
To be honest I was surprised to see any Halloween stuff at all. I didn't think they would care out here

This sounds like "In bad country". Like, apparently the Shanghai government is a shit show so maybe someone watched "Footloose" and thought it was an instruction manual, but six arrests isn't a crack down.
Also, what is a "Reuter's Witnesses"? Is that a reporter? A stringer? Someone they interviewed? My uncle that works at nintendo?
Can anyone confirm if the arrests were made "based on their costume", or was it just to avoid another Seoul Halloween crowd crush in China, shamelessly exaggerated by the western media?
I saw some of the clips and it seems pretty random, there's a guy dressed as Spiderman, a guy dressed as what looks like some sort of anime character, and a woman wearing a fancy black gown. There are people around wearing the same kind of stuff without being bothered by the cops, many of whom are filming and taking pics of the arrests. Also, people are just smiling and laughing at what's going on (including the woman in the gown, who turns to the crowd and waves at them with a huge smile on her face as she's put in a police van) so the whole thing really just looks like some people having had a few too many and the cops reacting the way they would in literally any country.
