    It's built on soggy marsh and will continue to slump to one side. In order to fix the tilt, they have to replace the muddy ground with something solid, but that will eventually deteriorate due to ground water and whatnot. They tried fixing it shortly after it was first built only for it to continue to tilt.

    The tower also leaned during construction, so it has a slight curve to it as the builders would add more material to the sinking side to "straighten" the upper floors.
