In the Promised Land, the housing authority:

WILL take care of maintenance and upkeep of the bloc housing

WILL coordinate tenants moving in & out

WILL NOT extort their occupants for spiraling rent

WILL organize intra- and inter-block parties

WILL officiate the annual Block Games and Harvest Festival

WILL manage equipment setup and teardown (chairs, tables, tents + sound)

WILL offer treats at the front counter

And there won't be a landlord alive to see it
