My hope... as unfounded as it may be... is that this is more of a psyop than an actual change in policy. Send a bunch of inert AP mines (literally inert, just training mines with no explosives) to be mixed in with the AT mines to slow down light fighter advances without increasing the future humanitarian crises Ukraine is going to have to deal with after the war ends.
