It's currently speculated the guy was using a DIY surpressor and subsonic ammo meaning there wasn't enough kick in the gun to cycle normally. It looks like a Glock, which should be semi-auto.
The gun does jam at one point since the shooter pulls the slide back multiple times

Putting that aside, so far we've only got some pictures and surveillance footage. Others have noted that 9mm can jam with a suppressor, so it's not unfathomable that he might have repeat jams he needed to clear.
