    Literally the first thing that anybody who follows any sort of classical liberal economics would do to make a stagnant economy function is disempower landlords, one way or the other. It is literally the largest boon to the emergent bourgeois, expanding capitalism as a functional and growing ideology, and increasing the wealth of a nation. Any nation that fails to do so must make up the deficit to pay for unproductive rent-seeking in imperialist ventures.
