I just watched it and I hate Rudy but I don't think he was jerking himself off or anything, he did probably take too long though in an attempt to normalize putting a hand in his pants. He was absolutely going to let things escalate but to be honest he wasn't very sex-predator about it aside from the power dynamic he was taking advantage of.
