You want someone to speed up so you ride their ass, but they're just as likely (probably moreso) to slow down or maintain speed just to spite you. Same thing here. People are gonna follow close purely because they don't wanna be told what to do.
I give them credit for saying their piece. Tailgating leads to thousands of accidents and quite a few deaths every year. I do 100% want this to flash on my windshield when trucks do this shit. They're not getting anywhere faster and they're just endangering others.
