The song is "Suki Sa" by Anzen Chitai - a Rock band from Asahikawa in Hokkaido. They name all their albums with roman numerals in release order - the most recent one is Anzen Chitai XIV -The Saltmoderate Show- (whatever that means), but II and IV are my favorites.
