Advocating for this is clearly a sign of desperation, though if Biden only wins 270 ec votes it might work, because only one faithless Biden elector would be enough to make the house decide.

I think the theory here is that the Penn legislature can do a quicky-rewrite of the state rules for designating electors before they're officially sworn in.
