I think he’s talking about the DNC in court after being sued for fucking Sanders where they said they don’t have to honor what voters want because they’re a private organization.
Dems tried the same thing after 2016, only it was arguably even less democratic because they wanted electors from Trump states to unite with Clinton electors, and make someone like Colin Powell President.

Advocating for this is clearly a sign of desperation, though if Biden only wins 270 ec votes it might work, because only one faithless Biden elector would be enough to make the house decide.

I think the theory here is that the Penn legislature can do a quicky-rewrite of the state rules for designating electors before they're officially sworn in.
