This is pretty click-bait with regards to CP, Australia already had strict laws in every state prohibiting the possession, creation, or distribution, of fictional CP (regardless of chosen medium).
The laws are good; CP is bad.
If the news isn't actually clickbait, and the anti-hentai laws ('AHL') are actually written so broadly as to ban hentai as a whole I would say the AHLs are bad.
Not only could it spill over to cover stuff like fan fiction, but it'd unnecessarily clog up an already overburdened judicial system, pulling resources away from violent crimes generally.
