I think his point is that the 15 minute format was meant to be seen on a bus or "on the go," which makes some sense. But yeah: The format was dumb from the get-go because a lot of the shows was unappealing.
I have nothing against 15 minute TV shows. I saw "Special," and "Aggretsuko" on Netflix which are 15 minutes for each episode and enjoyed those. So it's just Quibi having really unappealing things besides Reno! 911 on it. I mean do I really want to see "Chrissy's Court" on the bus?
Half-hour TV shows are already ~20 minutes without commercials, too.

It was fucking stupid before! 5-30 second long engagements can be strung together to fit any length of time.
10-15 minutes is literally the worst possible length of time for a video. You can't get settled but you will also get fucking interrupted. Worst of both worlds.
