CIA will be honest when publishing information that is to be consumed by them internally. CIA would collapse if they lied to themselves the way they lied to you. This is why it makes sense to believe that when CIA says in their secret internal documents that USSR had a generally more nutritious diet, they are most likely not lying. Unless you believe they are playing 4D reverse psychology chess in which is a little bit crackpot.
