I mean it's possible, but Pornhub is also incentivized to lie here so maybe it's doing something like counting every time anyone ever hit the report button for exploitation of a minor, even if nothing came of it, even counting duplicate instances.
Maybe it's just videos that got removed from the sites? As we know, Pornhub will fight people for years who are trying to get CSEM or revenge porn down from their site lol
