    USSR had de-facto 14 yo as age of consent, because pre-sexual maturity sex was a crime for an older than 18 yo party, and "sexual maturity" was usually defined as "had reached 14 yo".

      Didn't want to write that out but yes this is exactly what I meant . It was usually taken in practice as 14 but wasn't formally codified as 14.
