Reid, Pelosi, and Obama had no problem handicapping themselves by continuing to play by the Republicans' rules when the GOP senators were in the minority, such that they needed 60 votes to pass most of their significant legislation and had to invoke cloture to even get the watered-down final version of the ACA passed.
The HEROES Act is never passing without being adulterated beyond recognition. A Dem majority in the Senate wouldn't change that. If you're poor, hell, if you're just working-class and make less than something like $60k or $70k a year, Democrats fucking hate you. They have nothing but contempt for the poorer half of the US population, and are smart enough to express that contempt through pity and half-assed platitudes rather than open hostility like the Republicans so often do.
