I can't tell if the comic is trying to make Khruschev look bad here, given how it actually brings up things that are pretty indefensible for a "shining city upon a hill".

So apparently the cartoonist was called Fritz Behrendt, and from what I can find, he probably didn't intend to portray Khruschev as the good guy here.
