    As far as i'm aware the only thing actually affected by your genitals is a character making fun of V if they have a circumsized penis .

        In a main mission a Vodoo Boy scans you and makes a comment about V's penis.

            I replayed the mission and have found out I am very dumb. Apparently he asks if your "Chrome" is from Victor, I misheard that as "Crum" (penis) like from Borat . So he doesn't make fun of your penis, he makes fun of your body mods and I misheard the accent. My bad everyone.
