This is almost an extremely apt criticism of America. The president offers up gifts to the tree of liberty, but the tree is twisted into a demonic, war like figure who demands blood instead of water. It is still adorned with the symbolism of freedom as it demands this. But of course, Garrison is more worms than brain at this point, so it's not actually clever at all, just nonsense
