Have portable cameras filming each individual while monitoring their communication and combibe that with a strong self learning algorythm and a surveilence state requires almost no manpower. Then give the pictures and facial recognition to some non thinking killer drones (like cops, just... no, like cops. Just keep the cops) and boom, you have a hellhole dystopia with technological progress thanks to AI.
