    I really can't figure out how standing in front of a razed city counts as liberating the city.

      This particular location was a single street with about 20 buildings on it before this. Now it's flat and entirely undefendable by either side so they just move in, take a picture then move back to an actually defendable position.

      Bakhmut was basically rubble by the time Russia conquered it. This is the reality of peer to peer warfare in the modern age.
