No he was not just "Nazi Affiliated", he was in the Waffen SS. A literal Nazi.
The passive langue out of this story is disgusting. "Ukraine ww2 vetran who fought against russia alongside germany" was one of them. Or "volunteered in a German voluntary squadron". He's a nazi, he wore an SS uniform while burning people alive in Poland. And clearly does not regret his time in an SS uniform as he went to get celebrated for it.

Nazi ties

For the suits neck ties were part of the dienstanzug uniform for regular use. For most of the battle units the battle suit was used, which didn't contain neck ties.
The SS did switch to grey regular suits to look more like the traditional Weimar and Prussian military, even though plenty of them were not part of military units. In terms of fighting capabilities the SS units were bad. However they commonly were used for non fighting capabilities and to terrorize/exterminate defenseless people or "partisans".
I am not quite sure what kind of equipment and dress volunteer units got, as this did depend on the time in the war. The regular case was that they would get regular Waffen-SS uniforms, however not always with the regular suit. In any case the order was to privately acquire and pay for such things. In 1941 when the person that was applauded joined he likely got a regular dress uniform and as such a neck tie, too.
As the volunteer units were also part of propaganda goals, they had regular suits, just like other (Waffen-)SS units. Later on they sometimes did only get the battle uniforms and in the end very reduced parts were used. There were a couple of variations, but nothing that ought to apply here. So it might've been the case that he did in fact get a Nazi neck tie, but not the good kind
