No it isn't. That is literally how our government has worked for a while now. The President isn't some god king whose word is law, they are a puppet whose strings are pulled by the deep state and capitalist interests and it is in no way a subversion of power for them to yank him in their direction. Ffs Henry Kissinger had to practically rip the phone out of Nixon's hand to cancel a nuclear strike on North Korea.
