Legalise and and quash all previous weed related offences, but regulate distribution to prevent/disincentivise people under 18/people with mental illness having it. I know that's probably not 'cool' but I sadly know of someone who had previous trauma whose weed-use exacerbated mental issues. I am also close with a psychologist who deals with children/teens who have mental issues that were made worse by early weed use. It's not Meth I know, but it's basically same as alcohol.
But yeah, unfortunately weed is a privilege I probably can't dabble in having had an intense 3 year long OCD episode recently, so take my views with a grain of salt.
