Absolutely. I get that they're "just downvotes" but honestly their very existence would make the comments and discussions more fraut with people getting offended and heated.
Frankly, they shouldn't be. You want to "downvote"? Then make sure to "upvote" the other comment in reply.

yeah, i don't see any real benefit to voting on comments in general, but removing downvotes at the very least encourages discursive engagement.
