We got a rower second hand on Facebook marketplace earlier this year and my partner’s been using it. But our kids fucked with it and now the band with the handle on it won’t retract back in. Is it fucked?

just a guess, but check if the cable is twisted? pull it out all the way, make sure it's straight, don't hurt yourself
