Historically, they've loved to use barns to nest, but changes in agriculture have made suitable habitats rarer (similar problem to swallows and some smaller owl species like Athena noctua). People sometimes install nesting boxes under their roofs to provide a home for them. With a little help like that, they easily adapt to city live and i've seen them swoop over me when i was out in the middle of the city at night.
