Most RPGs will go so far to have armor and clothes magically change to match gender but Outer Worlds just had one pool of hair, facial hair, and makeup that you get to choose no matter what. OW was a little disappointing but that's rad as hell and I wish that was more common

I don't think it's racist. It's just pointing out that a lot of asian games are into this cutesy anime aesthetic which leads to many male characters looking like teenage boys with weird hair.
