like, the real answer is both when they were built what was thought to be cool (or good) architecture and an appeal to tradition on more modern ones trying to look similar to older ones like for example the current brazilian capital was made at the rise of modernist archictecture and the start of brazilian modenist archictecture as an cultural export so it is a fully planed modernist city and all the building in there are made in this style, the appeal to tradition is a more complicated one because for example trump did sign the executive order saying that new federal buildings should only be made on a set of styles which are not all bad but they are all classic traditional styles of old america and cultural war is everything the conservatives really care about so they eat it up, also bonus the white house in particular probably could not be changed all that much as the white house is a big part of american propaganda imagery so it will always look like a plantation slave owner house
I don't have anything against classicist architecture I just don't understand why the US has to have such a bland and beige version of it. Other countries have historicist government buildings that are not ugly or boring.
