I think it's fair to say that he fell through the cracks. The system does everything it can to either absorb or exclude those who enter it, but somehow he managed to dodge all that and remain basically the same guy he was when he started out.
I think the fact that he fought so hard for Vermont unions is a huge factor. They still have pretty strong unions up there compared to a lot of places and the goodwill he built with them hasn't faded.
