That’s fairly obscure and requires an explanation for, I assume, many people, myself included. Unless I’m especially oblivious, I gotta file it under “dog whistle” when that’s the case.
That’s interesting, because I was aware of the black sun more than this. I used to listen to a lot of black metal and it was a really common thing with Eastern European nazi bands. There was plenty of association I made between Nordic shit in general and nazi bands, but this particular rune was never something I noticed
I'm not in that scene so the first time I saw it was at charlottesville. I mainly categorized them from the perspective of a lib. The rune was used on some nazi uniforms and such so it was more likely to have been seen than the black sun which I haven't seen used officially by the Nazi party.

I would say it's a mid tier symbol as far as nazi imagery goes. More obscure than the swastika, less obscure than the black sun.
