Cheaper labor cuts into their profits and jeopardizes their livelihood. "Joe's Jetskis" does not have the connections or resources to find and hire cheap immigration labor in the current system. ...and if they can, it's probably illegal immigrants in a precarious situation subject to deportation if they're reported or found out.
Large multinational corporations, on the other hand have recruiters who can find cheap foreign labor, connections with other countries abroad so they can move operations to lower cost nations, and armies of lawyers who can - perfectly state sanctioned - use H1B, L1A visas to drive down wages, and thus business cost, domestically.
Petite bourgeoisie aspire to be part of the haute bourgeoisie. The problem, in their mind, is not that their is an inbuilt bias in capitalism towards monopoly... it's that individuals are to blame - i.e. immigrants themselves. Hence, the contradictory belief that government regulations are too restrictive to business AND illegal immigration laws need to be more strictly enforced.
