some college nerd who files for grants is not really necessary for the bourgeoisie to continue accumulating capital. They have no leverage for collective bargaining by withholding their labor power. Actually its best if they don't do their jobs to get disabled people healthcare or whatever

    No, I don't think so.

    You're completely ignoring people like doctors, lawyers, engineers, these are professionals in the PMC who do have direct power to withhold - unless your idea rests solely on a definition of production that excludes services.

    If you're looking at "fundraisers" in particular, though, of which grant writers would be a subset, they absolutely "produce" for the bourgeoisie. You don't think all of the billion dollar unprofitable businesses survive (and rake in massive income for their investors despite notakong any money) would exist without the combined effort of those employed to apply for grants and those grants being available? Subsidies, worker offset pay, pollution credits, etc. These are all massively important programs that need to be applied for.
