You can still do that, i never really got into making music until i bought my first bass when i was in my early 20s, and i know a couple people who started playing guitar or making electronic music at around the same age. It's easier to learn if you're younger, but unless you want to become a professional musician, it doesn't really matter. Even if you never become good on your instrument, you can have so much fun just jamming with your friends, and it really changes your appreciation of music when you learn to play.
