Pentagon doesn't understand what memes are really about (poking fun at powerful people - something the world's most well-funded military is incapable of).

    I dunno I would take this with a grain of salt. If this is what you can get from a FOIA request it might be a decoy to hide more successful operations. Intelligence loves to look “stupid but well meaning.”
