It wasn't a good game, but Civilization Beyond Earth's back story had the cool zone begin with a nuclear war on the Indian Subcontinent.
Makes perfect sense, it's the most likely zone where actual nuclear conflict could erupt thanks to the Indus Waters Treaty and the flow of water already decreasing thanks to climate change.
