I had a teacher who made us all read biographies and we had to dress up as them and present it in class maybe this was something like that or Halloween. I see a Harley Quinn in the background too. WW1 didn't have Nazi's though although it did have some future ones. The other kid looks like a dough boy US or UK soldier. The Bolsheviks were pretty much the only good guys in WW1.
