The pads need to be replaced every now and then, they're a wear and tear item. When they wear down, that makes more space between the surface of the pad and the part of the wheel they grip on, so if they're just worn down and not totally shot out yet you can tighten up the cable a bit so you get a little more purchase on the wheel. You want them as tight as possible to the wheel without touching, that way you can get as much leverage as possible from the brake handle. Does that make sense?
